The Missouri Department of Transportation (MoDOT) has contracted Emery Sapp & Sons, Inc (ESS) to complete Project JKU0049. This project consists of resurfacing approximately 14.7 miles of Route 2, extending from Independence Street in Harrisonville to Route ZZ in La Tour, MO, spanning both Cass County and Johnson County.
Construction is scheduled to begin May 4th at the intersection of South Independence Street, West South Street, and Route 2 in Harrisonville, with work progressing east toward La Tour. A pilot car operation will be in effect on Route 2 during construction. Barricades will be placed at adjoining Harrisonville neighborhoods to temporarily restrict access to Route 2 from these locations while construction is active through town. Vehicles already in the pilot car operation will still have the ability to access their respective neighborhoods. Please work with the posted flaggers while entering the work zone. **See the Barricade / Closure Plan(s) below to view the traffic control layout**
The initial phase of construction will involve placing a base (scratch) course in a continuous “racetrack” pattern from Harrisonville to La Tour and back. Following this, crews will install the final asphalt surface from Harrisonville to Route Z. During this phase, motorists should expect daily alternating lane closures.
Once paving operations reach Route Z, work will continue in a similar “racetrack” pattern between Route Z and La Tour. After paving is complete, crews will apply a final aggregate edge treatment along the outer edges of the roadway to complete the project.

PROJECT UPDATES
DATE: April 23rd, 2026
SCHEDULE UPDATE: MILLING
SCHEDULE UPDATE: Due to scheduling adjustments, Emery Sapp & Sons will begin preliminary roadway milling operations along Route 2 on Tuesday, April 28, 2026.
Milling activities will include curb milling along S. Independence Street to the intersections of W. South Street and Route 2. Crews will also perform depth transition cuts at all side streets, entrances, and concrete/asphalt driveways. These transitions are necessary to provide a smooth and consistent connection between existing pavement and the new roadway surface.
Motorists are advised to use caution, remain alert for workers, and follow all posted flagger instructions while traveling through the work zone.
Work is anticipated to take approximately 2–3 days and will begin after 8:00 a.m. each day to minimize impacts to morning traffic.
The paving schedule remains on track to begin May 4, weather permitting.

Road Closure Notice(s)
Emery Sapp & Sons will have employee-owners distributing Road Closure Notices throughout Harrisonville neighborhoods on April 21, 2026. These notices will provide detailed information regarding upcoming access closures, traffic guidance, and instructions for navigating the work zone. A QR code linking directly to this project website will also be included for easy access to updates.
Construction activities remain on schedule, with paving operations in Harrisonville anticipated to begin on May 4, 2026, at 8am.

Locates & Post Mount Sign Install
Subcontractor Streetwise will have locates done the week of April 13th to mark out post mounted traffic control signs.
Streetwise will begin installing the post mounted traffic control signs along Route 2 from Harrisonville to La Tour the following week of April 20th in advance of construction starting.

Asphalt Plant Update
Emery Sapp & Sons is in the process of erecting their portable asphalt plant at their Garden City plant site. Construction is estimated to start on Monday May 4th.
